Frank joined the Miami County Sheriff's Office patrol division in 1988, transferred to detective division in 1991, was appointed to undersheriff in 1994, and was appointed to sheriff by Governor Joan Finney in 1994, due to the unfortunate death of the late Sheriff Ken Davis.

Frank is a graduate of the Kansas Law Enforcement Training Center (1986) and a graduate of the FBI National Academy, Quantico, VA (193rd Session). A member of the Kansas Sheriff's Association, National Sheriff's Association, International Association of Chief's of Police, Kansas Peace Officers Association, and the Knights of Columbus.
